Section01 -- Main feature: Newburgh adopts STV
In late February, the Town of Newburgh (Orange County, New York) settled Clarke v. Town of Newburgh one day before trial, agreeing to adopt single transferable vote (STV) for Town Board elections. The lawsuit was brought under the John R. Lewis Voting Rights Act of New York.12 Six residents alleged that the town’s at-large system diluted Black and Hispanic voting power. Court filings described the town as roughly 15% Black and 25% Hispanic, and the plaintiffs alleged that no Black or Hispanic resident had ever been elected to the Town Board.3
Under the settlement, two of the four board seats will be contested at a time using STV, with candidates elected after reaching a threshold of roughly one-third of the vote. The town supervisor will be elected by instant-runoff voting. First elections under the new rules are expected in 2027.45 According to the plaintiffs’ attorneys, this is the first case resolved under the New York Voting Rights Act, and Newburgh is the first municipality in New York to adopt STV.6

Condorcet.Desktop
Condorcet.Desktop was announced on March 3 on r/EndFPTP by its author Julien Boudry. It is a free, open-source graphical application for creating elections, adding candidates and votes, and computing results using over 30 voting methods. Supported methods include Schulze, ranked pairs, Borda count, instant-runoff, Kemeny-Young, STV, CPO-STV, Sainte-Lague, D’Hondt, and others. Users can compare multiple methods on the same election data. The application is available as a web platform at desktop.condorcet.vote, with a local desktop version planned.
RCTabPlus
RCTabPlus is a fork of the open-source RCTab software, announced on March 11 on r/EndFPTP by /u/CPSolver. The fork adds two optional counting rules for RCV/IRV tabulation: “eliminate pairwise losing candidates” and “count overvotes when single continuing”.
BetterVoting.com
Reddit user /u/damnitruben posted a mock 2026 California Governor poll on BetterVoting.com that lets users try STAR Voting and ranked-choice voting on the same candidate field.10 The poll: bettervoting.com/gvdy42
